For small companies, where a Committee for Prevention and Protection at Work is not established, consultation is cascaded to other parties. In the absence of a PPWC, it is up to the trade union representation to give its advice to the user undertaking. When there is no trade union representation in the company, the user undertaking must directly ask the workers for their opinion (direct participation).
